Building Permit Process

    For NEW CONSTRUCTION - PERMITTING:
    • Complete a Lincoln County Building Permit Form with Contractor's Responsibilities Form
    • Drawing Set (3 copies) should include: 
      • Site Plan with property lines, building footprint, setbacks and any other features including driveways, accessory structures, parking etc. 
      • Floor Plans
      • All elevations
      • Details should include foundation/footing, and ventilation at roof / eave.
    For Placement of MANUFACTURED HOMES:
    • Complete a Lincoln County Building Permit Application for the Manufactured Home Pad or Concrete Block Foundation, and Garage/Carport 
    • See Waldport Municipal Code Chapter 16.72.120 for Siting Standards for Manufactured Homes (Tie Downs and Anchors)
    • Please note:
      • Minimum area for Manufactured Homes is 1,000 sf
      • Manufactured Homes, unless in a dedicated manufactured home community are required to be a minimum of two sections.
    If CONSTRUCTING on RAW LAND:
    • Ensure that you have an approved Septic System, or have confirmed that Septic can be placed on the site
    • If connecting to Municipal Water and/ or Waste, ensure that you've contacted the City for information on access, connection fees and service
    • Please check with city for an SDC Application and Account Setup
    CONSTRUCTION or REHABILITATION PROJECTS in the FLOOD PLAIN / GEOLOGICAL HAZARD ZONES
    • Construction in Floodplains, Coastal Waterways require the completion of a Floodplain Development Permit
      • Rehabilitation of an older home within the floodplain, MAY require the home to be elevated 1'-0" above Base Flood Elevation
      • An Appraisal and an Inspection Report will be required to identify scope of improvements and whether rehabilitation will exceed 50% of the building value
    • Construction adjacent to grades which may exceed 20% or greater slope require a geotechnical report to support foundation / site design

    STEP by STEP REVIEW PROCESS:
    1. Lincoln County Building Department will review applications to ensure all information has been submitted, will assign a permit number, then forward the application and accompanying documents to the City of Waldport, Planning + Zoning Department.
    2. The City of Waldport Staff in Planning + Zoning and Public Works reviews the application for compliance with municipal development code standards, water and sewer availability, determines applicable System Development Charges (SDCs) and water/sewer hookup fees. The applicant pays required fees to the City.
    3. Once approved and required SDCs and hookup fees are paid, the City returns the application to the County.
    4. Lincoln County reviews the permit applications for structural, electrical, plumbing, mechanical compliance - once county staff has approved the application, the applicant is contacted to pick up the building permit and pay permit fee.
    5. Lincoln County will coordinate all inspections during construction through sign-off. 
    NOTE about Lincoln County: 
    The Building Division administers the City of Waldport, and Lincoln County’s building permit and inspection program. This function involves the review of construction plans, the issuance of permits and the field inspection of work in progress for compliance with state construction specialty codes, including structural, mechanical, plumbing and electrical (ICC Model Codes).  This program operates through a local "delegation of authority" from the State Building Codes Division.   Lincoln County is also responsible for permitting and inspection of on-site sewage disposal  for the City of Waldport and adjacent properties in unincorporated Lincoln County (not in the City of Waldport).
     
    The On-Site Waste Management Division administers the Department of Environmental Quality regulations governing the siting, installation and repair of on-site sewage disposal systems.  Lincoln County administers this program as a contract agent of the Department of Environmental Quality through an intergovernmental agreement.  For additional requirements or questions: please contact Lincoln County at 541-265-4192
